Lake Elsinore had a choice about where to put its new four-story city government building. It chose 130 S. Main St., at the corner of Main Street and East Graham Avenue, next door to the brick City Hall that has served the town for generations. The $31.3 million Civic Center opened on Thursday, Oct. 1. About nine weeks later, Main Street's holiday calendar will bring the Tree Lighting and Winterfest crowds to the street outside its doors.
The city has said why the location matters. In the words Valley News reported, it expects the employees, residents, visitors and business representatives coming into the building each day to benefit nearby restaurants, retailers and other businesses. Day to day, that means permit appointments and council meetings. In December, it means a tree lighting, a parade and hot chocolate.
A building placed for foot traffic
The Civic Center has 40,252 square feet. It holds City Hall offices, a large public lobby and counter area, conference rooms, the City Council chambers and an outdoor plaza that looks out over the lake. The City Council approved construction on May 10, 2022, and work started in late 2023.
The city calls the building a catalyst project in its "Dream Extreme 2040" vision. That plan aims to make downtown Main Street a more active civic, commercial and cultural destination. Mayor Bob Magee called it "far more than a new building" in the city's opening announcement, as quoted by Valley News. He said it reflects "our confidence in Lake Elsinore's future."
There's also a reason to walk in even if you have no city business to handle. The building displays Fire Engine No. 1 as its centerpiece, a 1925 engine that was Lake Elsinore's first and stayed in service into the 1960s. Lake Elsinore was incorporated in 1888, which makes it the second-oldest incorporated city in Riverside County after Riverside. So a new building that keeps the town's oldest fire engine in plain view, next door to the old City Hall, fits the place.
The holiday calendar runs through the same blocks
Two of the city's December events are set on Downtown Main Street itself, and two more are at Lake Elsinore Diamond Stadium on Diamond Drive, where the season opens with the Veterans Day observance in November. Here's the calendar as the City of Lake Elsinore lists it:
| Date | Event | Time | Location |
|---|---|---|---|
| Wed., Nov. 11 | Veterans Day observance | 9 a.m. | Lake Elsinore Diamond Stadium, 500 Diamond Drive |
| Thu., Dec. 3 | Tree Lighting Ceremony | 6 p.m. | Downtown Main Street |
| Sat., Dec. 5 | Winterfest and holiday parade | 4 to 8:30 p.m.; parade at 5:15 p.m. | Downtown Main Street; parade starts at Limited Avenue |
| Sat., Dec. 12 | Breakfast with Santa | 7:30 to 10:30 a.m. | Diamond Taproom, Lake Elsinore Diamond Stadium |
| Sat., Dec. 19 | HealthyLE Santa Dash 5K | 7 a.m. start; check-in 6:30 a.m. | Lake Elsinore Levee, 500 Diamond Drive |
The Tree Lighting Ceremony is the event most closely tied to the city's plan for the street. Along with snowfall effects, Santa photos and live entertainment, the city's listing says hot chocolate and coffee will come from local downtown shops. The city is using its own event to send people to the businesses on its own block.
Winterfest is the larger event, two days later. Vendors, amusements, live entertainment and Santa photos are set up at Gediman Square, and the holiday parade steps off from Limited Avenue at 5:15 p.m. The city's event pages don't yet list street closures or parking arrangements. They also don't say whether the new Civic Center plaza will be part of either evening. Before you head out, check the event listings again for those details.
The Santa Dash is free, but you have to register in advance. Sign up well before the morning of Dec. 19. Breakfast with Santa is listed, but the city says more information is coming.
Where the hot chocolate money goes
If the Civic Center is supposed to help nearby businesses, these are the businesses it's supposed to help. The Lake Elsinore Downtown Merchants Association directory lists a group of food and drink spots within a few blocks of the 130 S. Main St. corner. The directory is undated, so call ahead or check a business's own page for hours, especially on event nights.

La Taza Community Coffeehouse marked its grand opening in Lake Elsinore in early 2025, according to the Riverside County District 2 office. Valley News reported that the city named Michi Tacos its March 2025 Business in Action spotlight after the restaurant moved to Historic Downtown Main Street.
The association's shopping directory covers the browsing between stops. It lists Tom & Jerry's Antiques at 100 N. Main St., Nest on Main at 113 N. Main St., Papillon Boutique at 134 N. Main St. and 5:01 BMX at 136 N. Main St. Off Main St. Vintage Shop is around the corner at 119 W. Peck St. A Saturday afternoon of shopping before the 5:15 p.m. parade on Dec. 5 fits easily into these blocks.
Two more anchors still under construction
The Civic Center is the first of several downtown anchors the city is betting on. Two others haven't opened yet, and both will add more reasons to be on Main Street once they do.
The first is the new Lake Elsinore Library at Main Street and Sumner Avenue. The 10,000-square-foot building is funded in part by a $10 million state grant. Plans call for a large lobby, reading areas for children, teens and adults, study and technology rooms, and a Lake Elsinore History Room. In an update from early July, reported by Elsinore 24/7, city officials expected the project to be finished between late 2026 and early 2027. By then the framing, steel structure and roof decking were done, and work on waterproofing, windows and fire suppression was underway. In April, Riverside County supervisors approved $1 million in principle for furnishings, computers, materials and equipment, Valley News reported. When the October Civic Center coverage came out, the library was still described as in development.
The second is Aura Fusion, a restaurant, sports bar and entertainment venue coming to Historic Main Street. The city has described plans for fusion cuisine and signature cocktails, DJs and nightlife, live entertainment, sports viewing and private events. As of September, tenant improvements were underway and no opening date had been set, according to Elsinore 24/7 and the city's economic development office. City leaders presented the project as a sign of private investors' confidence in downtown, and they linked it to their wider effort to make Historic Main Street a place for dining, entertainment and events.
City offices, a library with spaces for community programs and local history, and a venue built around dining and live entertainment would give Main Street three different reasons for a visit. The city has also completed other streetscape and beautification projects intended to strengthen the historic downtown district.
Planning a December on Main Street
The two downtown evenings make the simplest plan. Go to the Dec. 3 tree lighting at 6 p.m. and get your hot chocolate from one of the coffee spots on North Main. On Dec. 5, come back before 5:15 p.m. to find a spot along the parade route, then spend the rest of the evening at Gediman Square until Winterfest wraps up at 8:30 p.m. In daylight, the Civic Center at 130 S. Main St., with its 1925 fire engine and an outdoor plaza that looks out over the lake, is on the same street as the restaurants on the 100 block of North Main.
Downtown Main Street is changing quickly, and new anchors like the Civic Center and the library may affect how buyers look at nearby neighborhoods.
